Invalidate Enrollment Tokens
Invalidate the outstanding enrollment tokens of many bots, without minting. A redemption of an invalidated token is refused and audited as a replay. Enrolled devices are not touched; revoke them separately. This reaches bots that never enrolled a device, which a device revoke cannot. Authorized exactly like mint (``bot:bot.create``: an org owner or an owner-role key), because it undoes a mint. Deliberately **not** gated on the self-hosted-native org allowlist: the operation exists for the moment after an org is removed from it. All-or-nothing: every id must be a bot in this org, or nothing is invalidated and the call returns 404. Duplicate ids are collapsed. One audit event is recorded per bot, including bots with nothing to invalidate.
