Update Sign In Policy
Require SSO and/or SSO-TOTP. Owner only; enabling SSO needs #4435's preconditions. Enabling ``sso_required`` needs an active connection, the caller signed in **through** it (``external_idp`` on this session), and ``mfa_required`` off. Enforcement belongs to SSO-RS (#4496); this only writes the flag.
