Allocate
Move EUR from the wallet into the org's OpenRouter key limit. Owner only.
Upload Task Files
Request presigned upload URLs for task files. Creates file metadata rows immediately. Client uploads directly to S3. When ``allow_overwrite`` is false (default), rejects uploads if a file with the same filename already exists. Set to true for re-uploading edited text file content.
